Breve Presentación
Professor Doctor Sebastián Félix UTRERA CARO
obtained a Bachelor\'s Degree in Law from the UCM in Madrid in June 1991 with a
National Prize for Completion of Studies in Law and a Doctorate in Law on July
23, 2001 at the University of Alicante, directed by Professor Don Ramón MARTÍN
MATEO, and Accreditation for Professor of University Studies by ANECA in 2014
(attached file certifying this).
Doctor in Law (2001) by the University of
Alicante with the doctoral thesis \"The law of the dams and their
reservoirs\", qualified with outstanding cum laude unanimously and directed
by D. Ramón Martín Mateo, Professor emeritus of Administrative Law of The
University of Alicante. Master in Urban Planning and Land Management by the
University San Pablo-CEU in 2008, he is the author of several publications
related to the environmental impact assessment and he has been always studing
Water Law, hydraulic works, where he has defended a balanced and fair position
between the excessive construction of large hydraulic works defended by the
Administrations and construction companies, and the extreme positions of
non-action on the environment of the environmental groups, individually
analyzing each policy, plan, program and project involved, to save large
amounts of money and avoid negative impacts on the environment, and at the same
time protect the life, health and sustainable development of people and the
entire environment, especially living beings.
His studies on water and the environment have
appeared in books, articles in Q1 and Q2 Reviews and chapters in prestigious
collective books, some directed or coordinated by him, for example together
with Professor José Luis PIÑAR MAÑAS, with prologue of D. Federico MAYOR
ZARAGOZA.
He has also published numerous works on climate
change, proposing adaptation and regulation measures, which he will apply to
this project as well.
He has also defended the balance between water
and energy, applying it to mini-hydroelectric power plants, which are more
important than their name suggests, in numerous national and international
publications and conferences, such as the VIII National Conference on
Environmental Law held at the University of Seville, or the I Conference of the
Spanish Association of Energy Law, held in Madrid recently.
Electric energy digitalization and its pumped
storage are some of his
last contributions.
